Dangerous Organizations and Illegal Activities Policy

This policy explains what organizations, activities, and content are prohibited on Xiam because they pose a risk of real-world harm.

Definitions

• Dangerous Organization: An organization or group that engages in, advocates, plans, or supports terrorism, violent extremism, mass violence, trafficking, organized criminal activity, or other serious unlawful harm.
• Material Support: Providing money, resources, recruitment assistance, logistical support, operational guidance, or other assistance intended to further prohibited activities.

1. Dangerous Organizations

You may not use Xiam to:

• Promote, represent, or speak on behalf of a designated terrorist or violent extremist organization
• Recruit members or fundraise for such organizations
• Glorify or celebrate acts of terrorism or mass violence, or those who carried them out
• Coordinate, plan, or provide material support for violent extremist activity
• Distribute extremist propaganda, recruitment material, operational guidance, or manifestos promoting real-world violence

Debate Context

Discussing, analyzing, or debating the causes, history, ideology, or policy responses to terrorism and extremism — including unpopular or controversial positions — is not itself a violation. Academic, journalistic, and counter-extremism discussion is permitted. What's prohibited is promotion, recruitment, glorification, and material support.

2. Illegal Goods and Services

You may not use Xiam to advertise, sell, buy, or facilitate:

• Illegal drugs or controlled substances
• Firearms, explosives, or other weapons where prohibited by applicable law
• Counterfeit goods or currency
• Stolen goods or data
• Any other goods or services illegal under applicable law

Financial Crimes

You may not use Xiam to facilitate:

• Investment scams
• Money laundering
• Fraud schemes
• Identity theft
• Credit-card fraud
• Phishing operations

Organized Crime

Promotion, recruitment, or coordination on behalf of organized criminal groups is prohibited.

3. Human Trafficking and Exploitation

Xiam strictly prohibits content or behavior that facilitates, advertises, or promotes:

• Human trafficking
• Forced labor
• Commercial sexual exploitation

This is in addition to, and reinforced by, our Child Safety Standards Policy where minors are involved.

4. Coordinating Real-World Harm

You may not use Xiam's messaging, comments, or any other feature to plan, coordinate, or incite real-world violence, rioting, or other unlawful harmful activity.

5. Enforcement

• Content violating this policy is removed upon detection or confirmed report
• Accounts found to be promoting, recruiting for, or coordinating on behalf of dangerous organizations are permanently banned
• We may preserve relevant information, restrict access to content, and cooperate with lawful requests from competent authorities, consistent with our Law Enforcement Request Policy and applicable law
• Users may not evade enforcement actions related to dangerous organizations or illegal activity by creating new accounts or using third parties to access the Service after suspension or ban
• Xiam may temporarily restrict accounts, disable messaging capabilities, preserve information, or limit content distribution where there is a credible risk of serious harm or criminal activity
• Content permitted for news, educational, or documentary purposes may still be excluded from Discover recommendations and other algorithmic amplification surfaces

6. Reporting

You can report any post, comment, Story, or profile for content related to dangerous organizations or illegal activity using the in-app reporting tool.

7. Appeals

If your content was removed and you believe it was legitimate news, academic, or counter-extremism discussion rather than promotion of a dangerous organization, you can appeal through the process described in our Enforcement and Appeals Policy.

8. Changes

We may update this policy as Xiam's features and community standards evolve. Material changes will be noted in-app.
