Child Safety Standards Policy
Xiam has zero tolerance for child sexual abuse material (CSAM), child exploitation, and any content or behavior that endangers minors. This policy explains our standards, detection methods, and enforcement and reporting obligations.
1. Who This Protects
This policy protects anyone under the age of 18, regardless of Xiam's own minimum account age of 16. "Minor" throughout this policy means anyone under 18.
2. Strictly Prohibited Content and Conduct
Xiam has zero tolerance for:
- Child sexual abuse material (CSAM): any visual depiction of a minor engaged in sexually explicit conduct, real or computer-generated/simulated
- Sexualization of minors: content that sexualizes a minor even without explicit conduct, including suggestive captions, comments, or framing applied to images of minors
- Grooming: attempting to build a relationship with a minor with the intent of sexual abuse, exploitation, or solicitation of sexual content
- Sextortion: threatening or coercing a minor (or anyone) using real or fabricated intimate imagery
- Trafficking and sexual exploitation: facilitating, advertising, or promoting child trafficking or commercial sexual exploitation of minors
- Self-generated child sexual content: even if a minor uploads sexual content of themselves, it is treated under this policy, not as a content-policy violation by the minor — see Section 5
There are no exceptions to this section. Artistic, educational, or "satirical" framing does not exempt content involving the sexualization of minors.
3. Detection
We use a layered approach:
- Automated scanning: uploaded photos and videos are scanned using content-safety classification APIs before or immediately after publication, designed to flag indicators of CSAM or sexualized minor content
- Hash-matching: Where legally and technically available to Xiam, we may use industry-recognized hash-matching technologies and databases designed to identify previously confirmed child sexual abuse material
- Human review: flagged content is escalated to human review by [Xiam's designated safety reviewer(s)] before any final determination, except where automated confidence is at the highest threshold and immediate removal is warranted pending review
- User reports: any user can report content or accounts for child safety concerns; these reports are placed in a priority review queue, reviewed faster than standard reports
4. Enforcement
Confirmed violations result in:
- Immediate content removal
- Immediate, permanent account ban — no warning, no opportunity to appeal a confirmed CSAM violation
- Evidence preservation: we preserve relevant account and content data as required by law for investigation purposes, separate from our normal data deletion schedule. Preserved information may include account identifiers, IP addresses, timestamps, uploaded media, associated reports, and other information reasonably necessary to comply with legal obligations and support investigations.
- Mandatory reporting: confirmed or suspected CSAM is reported to the applicable authority(ies) — see Section 6
Where credible child-safety concerns exist but are not yet fully confirmed, we may take interim protective measures, including:
- Immediate temporary account locking pending review
- Restriction of messaging capabilities where grooming or exploitation signals are detected
We do not attempt to independently "investigate" suspected CSAM beyond what's necessary to apply this policy; we escalate to the appropriate authorities rather than further viewing, downloading, or distributing the material internally beyond what automated systems require.
Access Restrictions
Access to suspected CSAM or child-safety reports is strictly limited to authorized personnel with a legitimate need to review the information. Xiam seeks to minimize the viewing, duplication, and internal distribution of such material.
No Circumvention
Users may not attempt to evade child-safety enforcement actions by creating new accounts or using third parties to access the Service after restriction or ban.
5. Minors Using Xiam
Xiam's minimum age is 16. If we discover an account belonging to someone under 16, we disable the account and delete the associated data, consistent with our Privacy Policy.
If a minor (whether under or technically meeting our age minimum) is found to have uploaded sexual content of themselves, we remove the content, do not treat the minor as a "perpetrator" under standard enforcement, prioritize the minor's safety in our response, and follow applicable reporting obligations, which may still apply regardless of who uploaded the content.
6. Reporting to Authorities
Where required by applicable law, we report confirmed or suspected CSAM to the relevant national and/or international reporting body within legally required timeframes, and cooperate with law enforcement investigations consistent with our Law Enforcement Request Policy.
7. Direct Messaging and Minor Safety
- Minors on Xiam (16–17 year old account holders) can message other users; we apply additional caution to flagged conversations involving accounts of users in this age range when safety signals (e.g., reported grooming language) are present
- We prohibit adults from using Xiam to solicit sexual content from, or arrange to meet, minors
- Users can block and report any account directly from a conversation
- Xiam may impose additional safeguards, restrictions, or age-based messaging limitations as our systems and features evolve
8. Safety by Design
Xiam may implement measures intended to reduce risks to minors, including:
- AI-assisted upload scanning
- Priority review of child-safety reports
- Reporting and blocking tools available on every post, comment, profile, and message
- Rate limits on abusive activity
- Additional protections for accounts identified as belonging to users aged 16–17
9. Reporting a Concern
If you see content or behavior that concerns you regarding a minor's safety on Xiam, report it immediately using the in-app reporting tool and select the child safety category. You can also contact us directly at xiamformilo@gmail.com (or miloboy0001@gmail.com).
If you believe a child is in immediate danger, contact local emergency services or NAPTIP directly — do not wait for our review process. Xiam's reporting tools are not emergency services and should not be relied upon for situations involving imminent danger to a child.
10. Policy Review
This policy is reviewed regularly as Xiam's user base and feature set grow, including periodic review of our automated detection systems' effectiveness.
